School Report – Peterson Elementary School

Peterson Principal Dr. Kevin Smith-Johnson and ASB student leaders Marco, Mikey, and Brady presented a Positive Behavioral Interventions and Supports (PBIS) update highlighting the school's progress since the program's launch in 2023. The S.U.R.F. framework: Safe, United, Responsible, and Focused, is reinforced through the Dolphin Depot token system, monthly Peterson Pop-Up reward events, and reinforcement of expectations after every school break. The school data shows declining suspension rates and fewer office referrals school-wide, with students earning a remarkable 255,545 S.U.R.F. points year-to-date.

Level I Developer Fee Adjustment

The Board conducted a public hearing and adopted Resolution 14-25/26 approving the Developer Fee Study and authorizing an adjustment to Level I developer fees. Per the State Allocation Board's January 2026 biennial inflation adjustment, the District's updated rates are $3.28 per square foot for residential construction, $0.53 per square foot for commercial/industrial construction, and $0.04 per square foot for mini storage. Revenue from the adjusted fees will be deposited into the District's Capital Facilities Fund.

Purchase of Relocatable Buildings – Newport Mesa USD

The Board approved the purchase of three relocatable buildings from Newport Mesa Unified School District for $15,000, to be used as offices for the District's transportation department.

Bid Award Authorization – Asphalt Replacement Projects

The Board authorized the Superintendent to award Bid No. 2526-30 for asphalt replacement at Eader Elementary, Hawes Elementary, and the District Transportation Facility to the lowest responsive, responsible bidder, not to exceed $5,400,000, funded from the Special Reserve Fund for Capital Outlay Projects.

HVAC Phase 1, Peterson & Eader Elementary Notice of Completion

The Board accepted the completed Phase 1 HVAC work by Construct 1 One Corporation at Peterson and Eader Elementary Schools and authorized the filing of a Notice of Completion. Work was completed April 10, 2026, with a final cost of $3,720,816.36.

Order of Biennial Trustee Election

The Board adopted Resolution 17-25/26 ordering a biennial trustee election consolidated with other district elections on November 3, 2026. Trustee Areas #2, #4, and #5 will appear on the ballot.

Establishment of Special Reserve Fund (Fund 17)

The Board adopted Resolution 16-25/26 establishing a Special Reserve Fund for Other Than Capital Outlay Projects (Fund 17) under Education Code §42841 to support long-term financial stability using non-General Fund sources.
