HBCSD Appoints New Executive Director of Technology Services

Huntington Beach City School District (HBCSD) is pleased to announce the appointment of Mr. Chris Bell as Executive Director of Technology Services. His selection was approved by the Board at the June 17, 2025 Board meeting. 

Mr. Bell brings more than 20 years of leadership experience at the intersection of instructional innovation, information technology (IT) systems, and educational operations. A strategic and future-ready leader, Mr. Bell has successfully guided large-scale technology deployments, data-driven initiatives, and artificial intelligence (AI) integration efforts in both public education and private-sector learning environments.

Most recently, Mr. Bell has served as Director of Special Programs at BEST Academy, where he led cross-functional efforts to align digital tools, student support systems, and instructional services, enhancing the support provided to TK–12 learners. He also brings extensive experience from roles such as Chief Operating Officer of EdTechTeam, where he scaled global operations and professional learning systems, and District Coordinator for Saddleback Valley Unified School District, where he directed the deployment of over 20,000 student devices and managed a multimillion-dollar technology budget.

Mr. Bell is recognized for his expertise in cloud-based systems, data infrastructure, instructional technology, and scalable AI solutions. Throughout his career, he has collaborated with K–12 districts, EdTech partners, and universities to develop systems that enhance access, efficiency, and educational impact.

“Mr. Bell brings strategic insight, technical expertise, and deep understanding of instructional systems,” said Assistant Superintendent of Educational Services Dr. Cynthia Guerrero. “His leadership will play a critical role in advancing our vision for innovative, student-centered technology across the District.”

Mr. Bell holds a Master of Arts in Elementary Education from the University of Phoenix and a Bachelor of Arts in Political Science from San Diego State University. He also has a California Administrative Services Credential and a Clear Multiple Subject Teaching Credential.
